Every year, the Council for the Environment and Infrastructure (Rli) draws up a work programme that is adopted by the Ministers of Infrastructure and Water Management (IenW), Economic Affairs (EZ), Climate Policy and Green Growth (KGG), Agriculture, Fisheries, Food Security and Nature (LVVN), Housing and Spatial Planning (VRO) and the Interior and Kingdom Relations (BZK).
The Council also gathered relevant insights and interests from stakeholders in government, the business sector and civil society organisations and asked its own Future Panel (made up of young people from different backgrounds) to reflect on potential advice topics. With the themes for advice from the new work programme 2026–2027, the Council aims to make a valuable contribution to the quality of our living environment and infrastructure.
Themes for advice
The following advisory processes are continuing in 2026:
1. Does every region count?
2. A healthy living environment
3. Our nature targets: why and how?
4. Who is in charge of managing common goods?
The four new advisory reports that the Council will deal with in the work programme are:
1. Public transport
2. Building blocks for a tax system overhaul from a physical environment perspective
3. Room for strategic autonomy
4. Future-proof supervision and enforcement in the living environment
The advisory reports 'Drinking Water Supply' from the Work Programme 2024–2025 and 'Land For Sustainable Choices in Rural Areas' from the Work Programme 2025–2026 will be published in early 2026.
